okay, well...if you're at FH - you probably need to find the mayor. have you gone further to the right past the regen draw point and save space just before the path down to the mayor's house? If not, there's the problem.

HOWEVER...if haven't gotten past FH yet...the person you need to find is the garden master. go through all hallways on the first floor (chat with others in the last rooms to acquire items), and then head to the 3F. you'll get remaining info there!=)
